Guide: 

Noblesse Oblige is an Artifact Set that can be obtained from Clear Pool and Mountain Cavern. Its 2-Piece Bonus increases Elemental Burst DMG by 20% and its 4-Piece Bonus increases all party members’ ATK when you use an Elemental Burst.

• This set is perfect if you only want to use Thoma’s Elemental Burst. His Burst deals Pyro every time the character you’re using attacks, so it’s perfect for Elemental Reactions.
• Ayaka, Keqing, and Eula are perfect for this composition. They benefit a lot from Elemental Reactions and they attack really fast, so they’ll deal Thoma’s Pyro DMG almost all the time.
• Wavebreaker’s Fin is a polearm whose 2nd stat is ATK and increases the Elemental Burst DMG of the character equipping this weapon by 0.12%

2. Emblem of Severed Fate

Guide: 

Emblem of Severed Fate is an Artifact Set that can be obtained from Momniji-Dyed Court in Inazuma. Its 2-Piece Bonus increases Energy Recharge by 20% and its 4-Piece Bonus increases Elemental Burst DMG by 25% of ER ( max of 75% bonus).

• This set is perfect if you just want to use Thoma’s Elemental Burst too. The difference between this one and Noblesse Oblige is that you can get even more Pyro DMG if you have a lot of ER. You can’t get additional DMG in any way with Noblesse Oblige.
• As we said before, Ayaka, Keqing, and Eula are perfect for this composition and almost every other one with Thoma. 
• The best weapon for this build is Staff of Homa. Its 2nd stat is CRIT DMG, and it increases HP by 20%, and provides an ATK Bonus based on 0.8% of the wielder's Max HP. Since Thoma needs a lot of HP for his Elemental Skill it’s perfect for him.

Emblem of Severed Fate is an Artifact Set that can be obtained from Momniji-Dyed Court in Inazuma and its 2-Piece Bonus increases Energy Recharge by 20%. 

Tenacity of the Millelith is an Artifact Set available at 4-star and 5-star rarities which can be obtained from Ridge Watch. Its 2-Piece Bonus increases HP by 20%.

• Since Thoma’s Elemental Skill is based on his HP, It’s perfect for him. This set will provide a good shield for your team and the ER will decrease its CD too.
• For this set you have to search HP as sub-stats and ER. Ayaka, Hu Tao, and almost every DPS is perfect for this composition. Xinqiu are perfect for Elemental Reactions.
• The Catch is a good option for this build. Its 2nd stat is Energy Recharge and increases Elemental Burst by 16% and its CRIT Rate by 6%.
