The best source of Legendary weapons and armor is off the cold dead bodies of Legendary enemies that can spawn in a handful of locations and from some events that spawn in the world. 

That is all good and well however considering the RNG-based nature of Legendaries, it’s never a given you are going to walk away with what you want. You can always take your unwanted Exterminators or Ghoul Slayer weapons to the Purveyor in Berkeley to turn into Scrip to try your chances on her stock. This is when you farm, and we’re not talking about potatoes.

The art of farming is as follows...You log in like normal and proceed to venture to a location, or to an event where a Legendary Enemy has a chance to appear. You proceed to do the work and bring down the star-laden adversary and pry the prize from their remains. Now, log out of the game (Don’t CLOSE OUT the game, just log out the main menu…Don't make life that hard on yourself). Proceed to log back into a fresh world, where the enemy has hopefully respawned in the area, or proceed to the next potential location. 

Lather, rinse, repeat until you strike paydirt or your hunger for Legendaries has been satiated...for the time being.

It needs to be noted that there are very few guaranteed spawns for Legendary enemies in the game. Some sites that some players say is a sure thing, you may walk away empty-handed without a few server hops. Like trading with the Legendary Purveyor, it’s all a gamble.

10. The Charleston Capital Building

A municipal building tied to the core quests of Fallout 76 located in Charleston, which has had...better days. Once a seat of government, it now is a derelict ruin home to Ghouls and Supermutants, depending on 

What's Great About Farming Here

• The place is crawling, and with a large number of enemies in a given area, there is a good chance a Legendary enemy will be mixed in along with the horde.
• After Patch 12 of the game, the area is now two different cells offering differing levels. The Courthouse wing now matches the Top of the World level range of enemies, and the Capitol Building wing now is in line with the Mire Region, sufficiently upping the enemy scaled and Legendary potential from the area’s previous early-mid game level.

9. Harper’s Ferry

A town located out in the mire and known Free State turf. Formerly a trading hub that attempted to stand the test of time against the wilds of the Wasteland, it would soon succumb to the plague of the Scorchbeast, leaving it a hollow wreck of its former self and prime real estate for any irradiated abominations to move in.

• Harper’s Ferry constitutes a lot of interior and exterior locations to begin your hunt to house the various enemies you will find therein. The area can be home to one or two Legendary enemies, or none at all depending on your luck logging in.
• With a lot of enemy groups in the area to contend with, XP is XP, and loot is loot. Even if you have to make a couple of visits to score, each visit will get you familiar with the town's layout to find all the possible spawn locations.

8. Watoga Emergency Services

On the second floor of this building, a Legendary Enemy has a chance to spawn. Tag it and bag it, then Log and Relog to lather, rinse, repeat. Potential enemy groups range from Feral Ghouls, robots, and possibly even a Wendigo if the game is feeling spicy.

• Aside from the lone known Legendary spawn that occurs here, a power armor chassis with T-series armor can be found on the rooftop.
• The location is an easy hit and run farm for people properly geared for the Watoga area, with their fancy builds and running around all Bloodied and stuff.

7. West Tek Research Center
 

West Tek Farming Spot- How and Why? (Aldorin)

This is where Super Mutants come from, where the vats they are birthed from are stored, with a design harkening back to the vats seen at Mariposa in the original Fallout. You will find lots and lots of Green Meanies here.

What's Great About Farming Here

• Some say there are always Legendary Enemies here, and sometimes you will find none at all. This is the case with a lot of places, it all depends on how the game is feeling. 
• If not Legendary’s you will find plenty more here, from caps to XP to generic weapon cap fodder.
• Due to an XP nerf to Super Mutants, you will gain less XP than you would at another farming spot like the Whitespring, but you are more likely to have the zone to yourself.
• A good place to farm weapons to scrap down into modifications.

6. One Violent Night

An Event that spawns at the Sons of Dane compound, in which the players (I say Players and not singular because this event is a pain to do solo. Bring a friend, but it’s not impossible to solo if you know your build and are bringing the heat) need to raise enough of a musical ruckus and rock out on the instruments in the compound enough to draw the attention of the nearby enemies...and eventually, a Legendary Wendigo, known as the Nightstalker.

What's Great About Farming Here

• A guaranteed Legendary Spawn is the real reward.
• You’ll also clean up with some decent XP from the event and all the enemies you had to kill to keep them off the players manning the instruments.

5. Fissure Sites

Dotted across the world, and sometimes at really inconvenient locations, you will find Fissure Sites. These are highly radioactive cracks in the ground that will endlessly spawn enemies and Scorchbeasts. Wandering too close to the action Fissure itself is an easy way to wind up dead unless you have really good radiation protection.

What's Great About Farming Here

• You will almost always find a Scorchbeast or two at a Fissure Site along with it’s Scorched cronies coming out of the woodwork. The Scorchbeast has a good chance of being Legendary, and the chances of a boss level Scorched mob is also likely.
• As far as I know, as long as you are within range of a fissure the mobs will just keep coming from the depths, including more Scorchbeasts.

4. The Uranium Fever Event

An event that spawns in the world at random intervals at Blackwater Mine. The event involves the players attempting to extract materials while being hit by waves of Mole Miners. 

What's Great About Farming Here

• Three Star Mole Miners spawn during the course of the event, with a max level of 40.
• In my experience, there are almost always players hitting Uranium Fever, or none at all, it really depends on the mood of the world you happen to spawn into at the time in question.
• According to discussions on forums and elsewhere the Event appears to be random rather than daily, triggered when a player wanders into the area, so doing a bit of server hopping between may net you another chance at the event.

3. National Isolated Radio Array

A large satellite dish involved in the quest Signal Strength from everyone's favorite belligerent Raider robot Rose. It’s a known Super Mutant lair since they always seem to be attracted to abandoned technological facilities.

What's Great About Farming Here

• A location known to have at least one to two Legendary enemies and less foot traffic from other players.
• It is known as a Medium Spawn Rate location, meaning you don't have to wait long for more enemies to file their rental agreement and move in.

2. Scorched Earth

It’s the final battle. The showdown with the Scorchbeast Queen. You may be wondering how this isn’t number one on the list. The answer to your inquiry is the simple fact that unless you are a specced out god of Fallout 76, you will need to bring people to the party, and oftentimes when you see Scorched Earth come upon the world events, people are already gathering to partake. Everything comes out of the woodwork during this event including the Queen herself.

Farming this event is tricky, as it requires players to drop a nuke on Fissure Site Prime, a lofty task to some, or a menial one to others, it depends who you’re asking.

What's Great About Farming Here

• On top of the Queen, other Legendary and Scorchified enemies will be present on the battlefield, including a good couple of legendary enemies here and there. 
• The Queen herself is naturally Legendary, with plenty of loot to rip and tear out of her sundered corpse.

1. The Whitespring Resort

Do you ever wonder why the Whitespring is always getting nuked? It’s not just to grief players who might need or want to go there to do a bit of shopping (not that that isn’t why some do it...the jerks…). The area beyond the safety of the resort building proper is teeming with ghouls, which when nuked, only get spicier and more profitable with the high radiation.

What's Great About Farming Here

• While the Whitespring Resort itself is sort of a safe haven thanks to the large collection of defensive robots keeping the perimeter, the buildings around including the Presidential Cabin, are home to some fairly vicious ghouls, with at least one or two Legendary Enemies present holding court on any one visit I’ve ever made.
• Nuking the area only makes the Legendary potential higher, and the Ghouls will seem to just keep coming, easily doubling your profit.
